In this session I would like to focus on the intersection between new technologies and adolescent girls living in developing countries – how does technology change the ways in which girl experience puberty? What are the opportunities technology offers and how can development interventions increase girl’s access to technology while ensuring they possess the skills to withstand the dangers of online exploitation and abuse? Puberty triggers a marked divergence in gender based trajectories, usually resulting in greater possibilities for boys and greater limitations for girls. In contrast ICTs break down isolation and facilitate access to outside world. Overall the skills which adolescent girls can develop through and with ICTs builds their resilience allowing them to mitigate challenges posed by puberty. A recent survey in Kenya predicts that the largest growth in ICT take-up in the coming years will be among young women between the ages of 18 and 35. Interestingly, the communications technologies that are growing the fastest – social networking sites, the use of the internet on mobile phones – are generally those used most by young people. “We badly needed a new oven, but when I talked to my children, they said that we could manage, and that we needed a computer more than hot food!” (Mother of three, Egypt) Plan’s work in developing countries has proved that technology, especially mobiles phones and flipcams, have a positive empowering effect on adolescent girls. Plan International technology projects from Kenya, Senegal, Egypt and Burkina Faso have all proven that adolescent girls benefit from access to mobile phones and flipcameras at a time when their mobility and interactions with the community are being monitored, circumvented and restricted, as these technologies allow them to break down such barriers and access their peers at a time when they need them the most. Our work has proven that the best way to ensure girl’s access technology safely – is through education.

Keshet Bachan has been the Project Coordinator of the ‘State of the World's Girls', Plan International’s flagship global publication on girls rights in development, for the past three years. Women and girls have always been at the heart of Keshet’s career. Before joining Plan International, Keshet was actively involved in policy reform in the Israeli parliament lobbying for the reform of Israeli legislation on trafficking women for the sex trade. Keshet has published numerous papers including ‘Girls in Cyber Space: Opportunities and Dangers’ and ‘Economic Empowerment: A Case Study of Palestinian Nomadic Women in the Negev’. Keshet holds an MA in Gender and Development from the London School of Economics and a BA in Government and Diplomacy from the Interdisciplinary Centre in Herzelyia (Israel).
